  • 0.666 cup uncooked rice
  • 1 teaspoon chili powder
  • 1 teaspoon garlic powder

  • 24 oz crushed tomatoes
  • 15 oz tomato sauce
  • 2 tablespoons white wine vinegar
  • 0.33 cup light brown sugar

Preparation Steps
  1. Preheat the oven to 350°F. Spread the cabbage across the bottom of a 9x13 inch dish. In a large skillet, cook the ground beef with chopped onion over medium heat until browned.
  2. Drain excess fat, then add rice, chili powder, garlic powder, salt, and pepper to the skillet. Stir in crushed tomatoes and cook until combined. Spread the mixture over the cabbage in the baking dish.
  3. Mix tomato sauce, sugar, and vinegar together and pour over the meat mixture. Cover with foil and bake for 90 minutes. Uncover and let rest for 5-10 minutes before serving.
