  1. Rinse the long grain white rice thoroughly under cold running water until the water runs clear. This step helps remove excess starch, resulting in fluffier, less sticky rice.
  2. In a medium saucepan with a tight-fitting lid, combine the rinsed rice, 3 cups of water, and 1 teaspoon of salt. If you're using butter or olive oil, add it now.
  3. Bring the rice mixture to a boil over medium-high heat. Once it reaches a rolling boil, reduce the heat to the lowest setting, cover the saucepan tightly, and let it simmer for 15-18 minutes, or until all the water has been absorbed. Resist the urge to lift the lid during cooking.
  4. Remove the saucepan from the heat and allow it to stand, still covered, for 5 minutes. This crucial resting period allows the rice to steam further and achieve a perfect texture.
  5. While the rice is resting, prepare the flavorful dressing. In a small bowl, combine the finely chopped fresh cilantro, fresh lime juice, chipotle chili powder, and garlic powder. Stir until well mixed.
  6. After the resting time, gently fluff the cooked rice with a fork. Pour the cilantro-lime mixture evenly over the rice and carefully fold it in until everything is well combined. Avoid mashing the rice.
