- Cook the penne pasta in boiling salted water according to package instructions until al dente. Drain and set aside.
- While pasta is cooking, heat olive oil in a large skillet over medium heat. Add minced garlic and red pepper flakes, sauté until fragrant, about 1 minute.
- Add frozen green peas to the skillet and cook for about 3-4 minutes until heated through.
- Add the cooked pasta to the skillet, stirring to combine. Mix in chopped basil, salt, and black pepper.
- Serve immediately garnished with additional basil if desired.
