- Preheat oven to 400°F.
- Boil sweet potatoes and garlic in salted water until soft. Drain and mash with chicken broth, milk, sour cream, salt, and pepper.
- Brown ground turkey in a large skillet for about 5 minutes; season with salt and pepper. Set aside.
- Sauté onion in olive oil for 1 minute, then add celery, parsnip, salt, and pepper; cook for about 12 minutes.
- Add garlic and mushrooms; sauté for 3-4 minutes, then add flour and pepper.
- Add frozen vegetables, chicken broth, tomato paste, Worcestershire sauce, rosemary, and cooked turkey; simmer uncovered for 5-10 minutes.
- Spread the meat mixture evenly in a baking dish. Top with mashed sweet potatoes, creating ridges with a fork. Sprinkle with paprika.
- Bake for 30 to 35 minutes until golden and heated through.
- Remove from oven and let cool for 10 minutes before serving.
